Boil the unpeeled garlic cloves in water for 2 minutes. Strain off the water and rinse the garlic cloves in cold water. Peel them and put into jars. Add the herbs to the jars. Combine the water, vinegar, preservation syrup, oil, salt and herbs, bring to the boil and pour the hot liquid over the garlic cloves. Store in a cool place.
